CHESTER, Pa. (WPVI) -- Delaware County officials announced Friday a man has been arrested in connection with a deadly hit-and-run that happened earlier this week in Chester.

Delaware County District Attorney Jack Whelan says Braheem Scott was behind the wheel of black Nissan that hit a woman Tuesday morning at the intersection of 9th and Hayes streets and kept going.

The victim was 24-year-old Marion Bennett from Boothwyn, Pennsylvania.

She was pronounced dead at the scene.

Police found the vehicle they believed was involved less than an hour after the incident.

"It was so devastating and so forceful that it knocked her boots and actually her socks off of her body," said Whelan.

Scott did make a statement, police say, admitting he hit the victim and left the scene.

He has been charged with homicide by vehicle, involuntary manslaughter and other offenses.
